「大課長」問題の本質は?ここだけの話し【準経営者】

最近また「大課長」の言葉をネットで目にします。

私が社会人になった数十年前からたまに目にしますが、また流行?
ちょっと気になって調べてみました。

あるコンサルが語っていたのは、
✓部長以上の役職者が、課長のような仕事をしている!
✓組織に問題があるので、私(コンサル)に任せなさい!

要するに、そのコンサルが「大課長」の語を使って営業活動ですね。

本記事では、そのコンサルの批判が目的ではありません。
「大課長」問題の本質をお伝えします。
あなたの組織が改善されますように(そのコンサルに頼らずとも)。

■「大課長」問題の本質は?

部長や課長という役職は、組織によってそれぞれです。
部下が数人の部長もいますし、それで問題ない会社が大半でしょう。
「大課長」問題とはそういう形式的なことではありません。

「大課長」問題の本質は、

✓管理監督者(役員クラス)が中間管理職(課長など)の仕事をしている
=残業代の発生しない者が、残業代の発生する仕事をしている

つまり、本質的に異なる仕事をしている点が問題です。

改めて確認ですが、ざっくり「管理職」と言われるのは、
✓管理監督者=時間に拘束されない役員クラス=残業代の概念なし
✓中間管理職=勤務時間が決まっている課長など=残業代が発生

この2つをきちんと区別しないことが「大課長」問題の本質です。
「大課長」問題を語る以上、これを避けて通れません。

もしあなたの会社が「大課長」問題があると感じたとします。
(いわゆる「プレイングマネージャー」問題にも関連)
その問題の本質はなにかと考えてみるのもいいですね。

■「管理監督者」はやめて「準経営者」はどうか?

「管理監督者」という用語は、様々な問題を生んでいます。

「管理監督者」はやめて「準経営者」としてはどうでしょう?
役割も明確ですし、残業代が発生する者/しない者が明らかです。

自作用語のご紹介になりましたね(既存語かはわかりません)。
上で述べたように、自作用語が出てくる情報は信用できません(笑)

What is the essence of the "Big Section Manager" issue? Just between us [Quasi-Executive]

Lately, I’ve been seeing the term "Big Section Manager" (*Dai-Kacho*) online again.

I’ve come across it occasionally since I started my career decades ago—is it trending again?

It piqued my curiosity, so I looked into it.

Here is what a certain consultant was saying:

✓ Executives (Department Manager level or higher) are doing work that a Section Manager should be doing!

✓ There is a problem with the organization, so leave it to me (the consultant)!

In short, that consultant was using the term "Big Section Manager" as a sales pitch.

The goal of this article is not to criticize that consultant.

Instead, I want to explain the essence of the "Big Section Manager" issue.

I hope this helps improve your organization (without needing to rely on that consultant).

In that post, I stated that information relying on self-coined terms is often untrustworthy.

(That consultant spoke about the "Big Section Manager" as if it were a term they had coined themselves.)

■ What is the essence of the "Big Section Manager" issue?

Job titles like "Department Manager" and "Section Manager" vary by organization.

There are Department Managers with only a few subordinates, and for most companies, that is perfectly fine.

The "Big Section Manager" issue isn't about such formalities.

The essence of the "Big Section Manager" issue is:

✓ A "manager/supervisor" (executive-level) is performing the work of a "middle manager" (such as a Section Manager).

= Someone exempt from overtime pay is doing work that qualifies for overtime pay.

In other words, the problem lies in the fact that they are performing work that is fundamentally different in nature.

To clarify, the broad category of "management" actually consists of two distinct types:

✓ Managers/Supervisors (*Kanri-kantokusha*): Executive-level staff not bound by fixed working hours; the concept of overtime pay does not apply.

✓ Middle Managers (*Chukan-kanrishoku*): Section Managers and the like with fixed working hours; eligible for overtime pay.

Failing to properly distinguish between these two categories is the essence of the "Big Section Manager" issue. You cannot discuss the "Super Section Chief" (*Dai-kacho*) issue without addressing this point.

Suppose you feel your company is facing this "Super Section Chief" problem.

(It is also related to the so-called "playing manager" issue.)

It is worth considering what lies at the heart of this problem.

■ How about replacing "Manager/Supervisor" with "Quasi-Executive"?

The term "manager/supervisor" (*kanri-kantokusha*) has given rise to various issues.

What if we stopped using that term and adopted "quasi-executive" instead?

The role would be clearly defined, and it would be obvious who is entitled to overtime pay and who is not.

I suppose I’ve just introduced a term of my own making (I’m not sure if it already exists).

As I mentioned earlier, information relying on made-up terms isn't usually trustworthy (haha).

However, the labor-related content on this blog isn't a sales pitch, so you can trust it.
