渋谷の路上でルール違反をなくすこんなアイデア【ハロウィーン】
渋谷区の区長が会見したそうですね。
渋谷といえば、いわゆる「路上飲み」も問題になっていますね。
渋谷にオフィスを構えるわたしとしては、いろいろ考えてみました。
■渋谷の路上でルール違反をなくすこんなアイデア
結論としては、
✔ルール違反をきちんと取り締まる（罰金など取る）
「路上でルール違反をするな！」「渋谷に来るな！」
など言うだけなら簡単です。
ただ、問題はそこではありません。
ルール違反をきちんと取り締まらないことがそもそも大問題です。
渋谷はハロウィーンだけでなく、路上飲みの問題もあるようです。
法律や条例に違反する行為は、きちんと取り締まりましょう。
罰金など科されるとわかれば、ルール違反も減ることでしょう。
本記事では「渋谷」としましたが、他のエリアでも同じです。
また本記事では「ルール違反」としました。
これと対立するのは「マナー違反」ですね。
この点についてもう少し深堀りしてみます。

✔法律や条例があっても、有名無実化しているものもある

特に（★）の考え方をすると、人間関係がラクになります。
人はみな、悪気なく、最善と思う行動をしているのです。
あの歴史的名著『人を動かす』の第１原則も「盗人にも五分の理」！
（三分ではなく五分なのも面白い）
